It is a requirement of registration and inspection that managers of residential care and nursing homes attain the appropriate qualification - the registered managers award. This is a level 4 qulaification in the NVQ framework and it differs from NVQ's at the lower levels in that the learner has to have an appointed Learning Advisor as well as an assessor.
There is often some confusion as to who can be the Learning Advisor and what is their role in the actual assessment process.
The role of the learning Advisor is to work with the candidate to identify and plan for appropriate opportunities of assessment and the collection of evidence - a mentoring role. The assessor still holds full responsibility for the asessment of the candidate's evidence - however, there has to be a channel of regular communication between the 3 parties to ensure that assessments are planned and undertaken effectively.
The Learning Advisor does not have to be a qualified assessor nor do they have to be working toward the A1 (assessor) qualification. They must however be able to demonstrate a thorough technical competence and knowledge of the service the candidate is managing. The Learning Advisor cannot act as the Independent Assessor nor the Internal Verifier.
The awarding bodies provide detailed information of the role in their candidate log books.
