Increasingly, more organisations, particularly in the public sector, are introducing competency based job descriptions. So what do we mean by these? Well, the actual tasks of the job are broken down into the competences required to do that job at an expected level.
The easiest way of measurement of competency of course is to ally the job description to national occupational standards - this offers a clear measurement tool to assess whether or not the employee is meeting objectives and performing at the required standard. it also offers a clear pathway for identifying areas for further development. This can be done through an appraisal system, an annual development meeting etc.
The employee of course does not have to be working toward any particualr National Vocational Qualification nor does the manager need to be an accredited assessor. However, by using the national occupational standards, there is a clear framework to identify just what are the actual standards for a particular task.
